Spring 2024 update: Metro’s Fixed Assets State of Good Repair Program advances with Public Review Committee approval

King County Metro is pleased to announce the Capital Projects Advisory Review Board Project Review Committee (PRC) approved Metro’s application to use General Contractor/Construction Manager (GC/CM) Heavy Civil contracting for the first bundle (aka “Bundle 1”) of Fixed Assets State of Good Repair Program (SGR) 2023-2024 biennium funded projects.  

Additionally, Metro was approved to use Alternative Subcontractor Selection for Electrical, Mechanical, Civil Utilities, Underground Tank and Vehicle Lifts subcontracts if use is agreed with the selected GC/CM. 

This approval marks a significant accomplishment as Metro advances the SGR Program and Metro’s mission to provide the best possible public transportation services while improving regional mobility and quality of life in King County. 

State of Good Repair Program overview 

SGR is a fully funded, $160 million multi-year program that focuses on the replacement and renewal of Metro system assets to maintain a level of service and safety to its ridership and community. This program includes multiple transit maintenance bases and route facility improvements located across various Metro sites in the greater Seattle area. The ultimate goal of the SGR program is to increase reliability and longevity of Metro vehicles and facilities.  

The program is currently envisioned to be composed of two bundles based on distinct project types and proposed alternative project delivery methods. Details including scope, budget and procurement of services for both bundles are described in the following sections. Both bundles are anticipated to include a mix of King County and Federal Transit Administration funding. 

Fixed Asset State of Good Repair (FA SGR) Bundle 1 Overview (GC/CM) – Project List, Budget, and Procurement Schedule 

As previously stated, this bundle will be delivered using GC/CM per the recent PRC approval. Figure 1 provides an overview of the Bundle 1’s general infrastructure improvements that includes site infrastructure, systems, facilities and equipment work, primarily at operational maintenance bases. Specific projects, as shown by Package Type, currently include underground storage tanks, underground utilities, routine and major equipment replacement, bus lifts, paving, building systems, fire systems, in route facilities such as comfort stations and some electrification support. Tentatively, we envision these packages being implemented per Figure 2.

Bundle 1 Budget & Cost Breakdown 

With an approximate total cost budget of $99 million, Figure 3 shows a breakdown of costs as presented to the PRC.

Procurement Timeline for A/E and GCCM Services 

As an update to information provided during our Open House events in November 2023, Metro anticipates advertising the A/E services Request for Proposal (RFP) in Spring 2024 and the GC/CM service RFP in Summer 2024 as shown in Figure 4. Note these dates are subject to change.

FA SGR Bundle 2 Overview and Procurement Schedule 

Bundle 2 has a construction budget ranging from $25 million to $35 million and consists of eight (8) projects focused on Trolley Power system electrical and infrastructure refurbishment. As shown in Figure 5 below, it is expected to include switchgear, medium voltage switches, and substation replacements. Electrification support, such as early work, site prep, utilities relocation, and refurbishment of electrical infrastructure and substations at maintenance bases may also be included.  This package is currently envisioned to be delivered through a Progressive Design-Build contract subject to approval by Capital Projects Advisory Review Board Project Review Committee.

Tentatively, we envision these packages being implemented per Figure 6.

Procurement Timeline for Progressive Design Build Services 

Metro envisions holding an additional Open House event(s) prior to submitting its PRC application sometime between July 2024 and September 2024. Upon PRC approval, Metro will advertise the Progressive Design Build Request for Qualifications during the fourth quarter with the expectation to issue Notice to Proceed in early to mid-2025.

Equity and Social Justice Goals 

ESJ goals will be set in the near future as part of the Procurement Process. King County’s Master Community Workforce Agreement will apply to this project.
